Above the man in white sits the Committee, and at the head of the Committee sits Zeus. Rarely seen and never charmed, the F.I.R.M.'s director embodies the institutional side of the series' central standoff: to Zeus, Airwolf is a billion dollars of government property in the hands of an uncontrollable civilian, and every mission Hawke flies is both proof of the asset's value and a reminder of its absence.
Where Archangel treats the arrangement with Hawke as a promise, Zeus treats it as an embarrassment to be managed — and, when opportunity allows, ended. The pressure he applies downward through Knightsbridge gives the classic seasons much of their bureaucratic menace: the enemy isn't always across the border; sometimes it's upstairs.
The Olympian codename is the joke that explains the whole agency. Archangel, Zeus, an eagle-crested seal — the F.I.R.M. names itself like a pantheon, and its gods behave accordingly: distant, demanding and quick with lightning.
